4	The Arlington Institute Founded in 1989 by futurist John L. Petersen, The Arlington Institute is a 501(c)(3) non-profit research institute that specializes in thinking about global futures and trying to influence rapid, positive change. We encourage systemic, non-linear approaches to planning and believe that effective thinking about the future is enhanced by applying newly emerging technology.	742
5	New Millennium Research Council The New Millennium Research Council (NMRC) was created in 1999. Its mission is to develop workable, real-world solutions to the issues and challenges confronting policy makers, primarily in the fields of telecommunications and technology. The Council conducts its work through its "Policy Research Network," a diverse group of policy experts drawn from academia, think tanks, and other policy institutes nationwide.	558
